This is a fighter plane kit that I think was supposed to resemble the A-10 Thunderbolt II, for use with most leading building bricks sets like the Big L for example. This set is from Make it Blocks, from their Military line. It is a 25 piece set, still new and sealed in its packaging. See pictures for details.
